Multipolar Autonomy in EU–Brazil Relations: An Alternative Approach to Exchanges between Europe and Latin America<br>

This article introduces multipolar autonomy as a theoretical framework to explain how countries in the Global South, particularly in Latin America, have diversified their international relations in order to reduce dependencies. During the Pink Tide, Argentina, Brazil, and Venezuela developed proactive foreign policies oriented towards the Global South and away from United States hegemony. At present, this autonomy is in retreat, although Brazil remains an exception due to the political leadership of President Lula. By contrast, the European Union exercises a defensive and reactive form of strategic autonomy, focused more on managing crises than anticipating them. The Brazilian case reveals tensions with Europe, particularly in international politics and regulatory norms, but also opportunities for mutual learning. It is concluded that the EU must adopt a more proactive and horizontal approach towards the Global South in order to adapt to the new multipolar international order.<br>
