The event, held at the FLACSO Argentina Auditorium, brought together José Antonio Sanahuja (Complutense University of Madrid) and Cintia Quiliconi (FLACSO Ecuador), with Melisa Deciancio (FLACSO Argentina – CEJMGGR) as moderator. The seminar also marked the first public event of the CEJMGGR, a centre co-funded by the European Union dedicated to strengthening research, training and debate on EU–Latin America relations within the broader framework of global governance.

The seminar brought together leading scholars to reflect on the reconfiguration of the contemporary international order. Cintia Quiliconi examined the deployment of coercive unilateralism in Latin America under the second Trump administration — a transactional logic that displaces multilateralism in favour of asymmetric bilateral agreements, selective disciplining and geopolitical pressure aimed at curbing Chinese influence in the region. José Antonio Sanahuja offered a long-range historical reading, situating the present moment within what he termed a twenty-first-century interregnum: a period of structural hegemonic crisis marked by what he called interregnum wars — Ukraine, Gaza, Iran — characterised by their unpredictability, their global ramifications and the systematic erosion of fundamental norms of international law. Both speakers agreed that strategic autonomy — at the state and regional levels — stands at the centre of current debates on foreign policy and integration, and noted that interregional processes such as the EU–CELAC Summit and the Mercosur–European Union Agreement paradoxically serve as the only real incentives for Latin America to coordinate common positions in the face of growing internal fragmentation and multiple external pressures.

On 19 March, the Jean Monnet Centre of Excellence in Regional and Global Governance (CEJMGGR) and the International Relations Department of FLACSO Argentina held the opening international seminar of the 2026/2027 cohort of the Master’s Programme in International Relations.
